Recently Armenian Embassy in Switzerland announced that Geneva City Council adopted a new Resolution R-271 (“The Armenians of Nagorno-Karabakh have the right to life and to self-determination”) which condemns the attack by the military forces of the Republic of Azerbaijan against the Republic of Armenia and the Republic of Artsakh.
Interesting is that the Resolution in fact legally consolidates several facts, that are of a great importance. Here are just several of them:
– Nagorno Karabakh population followed the procedures provided by the Soviet Law and declared its independence on September 2nd, 1991 through a referendum held December 10th, 1991.
– Armenians of Azerbaijan had constantly been massacred (in Sumgait February 25th-27th, 1988; Kirovabad – November 23rd, 1988; Baku January 12-19, 1990; Maragha – April 10th, 1992), which did not guarantee their security on the territory of the Republic of Azerbaijan
– it is actually Azerbaijan who started hostilities on September 27th, 2020, which violates any and all humanitarian laws; etc.
However, the most notable part of the Resolution is the following statement: “The City Council condemns …. the attack of Turkish Air Forces against the territory of Armenia on 29th and 30th September, 2020.”
To remind our reader, the Turkish F-16 shot down the Su-25 of the Armenian Air Force on the September 29th, 2020, which fact the Turkish authorities constantly deny.
By this the Geneva City Council actually legally accepts the fact that Turkey penetrated into the airspace of Armenia thus violated International Laws and officially declared of its direct engagement in the Nagorno-Karabakh war against Artsakh and Armenia.
This Resolution can be a strong basis for Armenia to further demand the EU and the UN to hold not only Azerbaijan, but also Turkey responsible for a number of violations of the International Law that these two states committed just in 12 days and continue violating.
